    The Global Occult Coalition hereby orders a Special Session to take place at the Wells Fargo Center, 400 Capitol Mall, Sacramento, CA 95814 at the above date and time.

    Special Sessions confer a special agenda, however, proposals can also be made to introduce resolutions for floor debate.

    CONFLICT BETWEEN THE GRU-P AND THE UIU
    It has come to our attention that hostilities have recently escalated between forces of the GRU Division Psychotronics and the Federal Bureau of Investigation Unusual Incidents Unit. This session has been called to address relations between both organizations, and to attempt to reach a diplomatic solution.

    Northeast of Mexicali, Mexico, a group of seven "Coyotes" were caught by members of the United States Border Patrol, within which a member of the Unusual Incidents Unit as embedded was an adviser - the organization alleges that GRU-P has continued the sales of arms and threat entities into the United States. Several members of GRU-P and a UIU agent were killed in the confrontation. Further conflicts between intelligence components of both organizations have been reported, but have not been elaborated upon. Both organizations have denied engaging first.
    GRU DIVISION PSYCHOTRONICS - PROPOSED
    1. The GRU-P requests that the GOC is to compel the UIU to cease any contentious behavior and actions towards the GRU-P unless evidence of wrongdoing and justified reasoning is provided. Further attempts by the UIU to engage our elements near the border should be met with GOC police action.

    FEDERAL BUREAU OF INVESTIGATION, UNUSUAL INCIDENTS UNIT - PROPOSED
    1. Hold the GRU Division Psychotronics accountable for their continued illicit weapons dealings and suspected smuggling of threat entities. The GRU-P should incur further penalty charges upwards of $5,000,000 USD to be credited to us, along with legal action brought towards the parties involved with the death of our agent. Furthermore, future incursions by the GRU-P should be met with police action by the GOC if illicit weapons or threat entities are found being smuggled across the border.
    MARSHALL, CARTER, AND DARK LTD. - PROPOSED
    1. Order the SCP Foundation Site-86 to return LOT-50621-245 (aka "Waterfront") to the custody of Marshall, Carter, and Dark Ltd., or pay a compensation fee of $10,000,000 USD - alternatively, MC&D is willing to waive this fee if Site-86 agrees to embed MC&D security forces to evaluate and protect "Waterfront" within their site premises.

    FEDERAL BUREAU OF INVESTIGATION, UNUSUAL INCIDENTS UNIT - PROPOSED
    2. Hold discussion regarding information security leaks and insufficient efforts by the SCP Foundation to quell knowledge regarding the existence of unexplained phenomena.
    GLOBAL OCCULT COALITION - MOTION PASSED
    1. Convene a multilateral joint operation against the neo-Sarkite cults currently occupying Oregon. Joint operation will draw from the military personnel of accepting member organizations.
    SCP FOUNDATION - MOTION FAILED
    1. The SCP Foundation conducts an independent operation against the neo-Sarkite cults currently occupying Southern Oregon. This would not draw from any other organization besides the SCP Foundation.
    MARSHALL, CARTER, AND DARK LTD. - MOTION FAILED
    1. Order the SCP Foundation Site-86 to return LOT-50621-245 (aka "Waterfront") to the custody of Marshall, Carter, and Dark Ltd., or pay a compensation fee of $5,500,000 USD.

    Resolutions will be updated as member organizations submit proposals.
